According to the Committee for Educational Funding (CEF), the omnibus will not be filed tonight as expected. Negotiations
are apparently stuck. The omnibus negotiations are now connected with
the negotiations on tax extenders. The latest on tax extenders is that
the House may vote this week on a two-year extension of the expired
tax extenders, and use that as a vehicle for a broader deal, should one
be agreed to. Politico has just issued an online report:

There
is some rumor that they might end up with an eight bill omnibus, with
four bills: Labor-HHS-Education , Commerce-Justice-Science,
Interior-Environment, and Financial Services, being in a CR until
March.
The Committee for Educational Funding would oppose such a CR. That would create four more months of uncertainty in our funding levels, and lead to the real
possibility of a year-long CR.
However nothing is certain and nothing is final. Congress will need to pass another short-term CR, since it does not appear
possible to finalize and pass an omnibus before midnight on December 11.
