  • 1.  Alert: NCLB/ESEA Reauthorization

    Good morning,

    POLITICO reports this morning that several "education-minded senators" are readying for No Child Left Behind/Elementary and Secondary Education Act (ESEA/NCLB) reauthorization to come to the Senate floor as soon as the end of this week. If not by Friday, then it will be taken up early next week. This pertains to the Every Child Achieves Act (ECAA), Sen. Lamar Alexander's (R-TN) bill.

    Meanwhile in the House, Rep. John Kline's (R-MN) bill, the Student Success Act (SSA) is expected to be resurrected this week, even though it wasn't mentioned on House Majority Leader's weekly schedule. EdWeek says the SSA "could get called to the [House] floor as early as Wednesday under a new rule that allows members to vote on three new amendments in addition to final passage of the bill."     Good morning,

    The Committee for Education Funding (CEF) informed us that the Senate will likely take on ESEA reauthorization in early July, as they still have an important trade bill to address next week. In the meantime, Senate HELP Committee staff are still working on the committee’s report and should have it ready soon. Finally, there is still a chance that the House will bring H.R. 5, the “Student Success Act,” back to the floor next week.

    Good morning,

    Due to several delays with defense and trade-related issues, the earliest the Senate will be able to take up ESEA/NCLB reauthorization would be during the week of July 6. For more information, please watch this short FEDERAL FLASH update from the Alliance for Excellent Education. 

    Meanwhile, Education Week says ESEA/NCLB reauthorization might not happen until September because of Congressional efforts to focus on FY2016 fiscal spending bills for federal agencies. Read their analysis here.

    Good morning,

    The Senate Committee on Health, Education, Labor, and Pensions (HELP) posted an announcement regarding ESEA/NCLB reauthorization during the week of July 6. Here is an excerpt:

    "WASHINGTON, D.C., June 24 – Senate education committee Chairman Lamar Alexander (R-Tenn.) and Ranking Member Patty Murray (D-Wash.), following Senate Majority Leader Mitch McConnell’s announcement that the Senate would take up their bipartisan agreement to fix No Child Left Behind on Tuesday, July 7, said they look forward to an open debate on the Every Child Achieves Act, which passed unanimously out of committee in April."

    The Senate will convene July 7 at 2:30 pm and proceed to the consideration of the Every Child Achieves Act of 2015 (S. 1177). As the date approaches, you should be able to view a live webcast of the debate on the Senate's website.

    Good afternoon,

    POLITICO Pro just sent out the following notification regarding the House reauthorization bill for ESEA/NCLB, HR 5 the Student Success Act:

    "The House Rules Committee plans to hold a hearing on the chamber’s No Child Left Behind rewrite, the Student Success Act, next week. The hearing will take place at 5 p.m. on Tuesday at the Capitol.

    The House is expected to consider several new amendments to the bill if it takes it up again in July, including an amendment that would allow states to opt out of the law’s provisions while still receiving federal funds."

    Good morning,

    We have several updates regarding ESEA/NCLB reauthorization from the House and Senate.

    Last week, the House passed its ESEA reauthorization bill, the "Student Success Act," with a vote of 218-213. Learn more about the bill and which amendments were included (and rejected) in Friday's legislative update. There you will also find several updates on the Senate's progress with ESEA reauthorization too.

    The Senate will continue debating its version of ESEA reauthorization, the "Every Child Achieves Act" today. The Committee for Education Funding (CEF) provided this document that compiles all accepted and rejected amendments (last updated July 10) for those who would like to keep track of the legislation.

    Good morning,

    We just received an alert that Senator Lamar Alexander (R-TN) says he is hoping for a final vote on the Every Child Achieves Act today at 1:45 p.m. once the Senate finishes debating several last minute amendments to the ESEA bill this morning. (You should be able to watch the floor proceedings on the amendments and final ECAA vote here by clicking the "Watch Live Floor Procedures" link on that page.)

    Six amendments are up for debate this morning, including a controversial one from Sen. Richard Burr (R-NC) that would change the Title I funding formula (learn more about the amendment here).

    Good afternoon,

    The Senate has passed a bipartisan overhaul of the long-expired No Child Left Behind education law by a vote of 81-17.

    The bill would continue to require annual testing in reading and math but restores power over low-performing schools back to states.

    The Senate and House bills will now go to conference to reconcile any differences in the bill and to provide one last opportunity to tweak the bill's language before going to the House and Senate for a final vote. If the bill from the conference passes both chambers, it will go to the President's desk. POLITICO notes, "To devise a version that can become law, lawmakers will have to satisfy White House concerns about the bill’s protections for poor and minority students and House GOP demands that the bill diminish the federal role in education."
