Since September 2001 BCPS has been a national leader in the development and deployment of an on-line electronic catalog purchasing platform. In the past ten years we have processed over 58,000 electronic purchase orders valued at $26.2 million. Since 2001 the BCPS eProcurement system has grown from a small pilot program of five catalogs with 15 vendors and 2,000 line items to over 100 catalogs with over 500,000 line items offered by over 250 vendors. Since implementing our on-line catalog system we have trained over 2000+ users and dramatically reduced the number of purchase orders from a high of 31,189 in 2000 to 6,900 in FY 2012 a reduction of over 78 percent. From FY 2002 to FY 2012 we estimate that the on-line shopping platform has saved BCPS in excess of $40 million in cost reallocations from the cost to process a traditional purchase orders vs. eProcurement orders. At the same time we have generated over $2 million plus in revenues from vendor rebates. Because eProcurement enables the campus and office staff to order directly from a workstation at work or at home, delivery of supplies can and normally does occur within 24 to 72 hours and the vendors receive their payments within 24 to 48 hours after shipping. Because of our quick payments to vendors through the on-line shopping platform we have reduced our shipping costs from an average of 10% to 15% to 4% to 7% currently. In FY 2012 BCPS achieved an MBE/SBE participation rate of 41.42% ($41,397,644 million) for state funded projects. BCPS awarded $99,944,494 million for state funded projects of which $6,840,362 million went to MBE Prime Contractor's and $34,557,282 million went to MBE Sub-Contractors.
