  • 1.  House Proposal for FY19 Education Funding

    Today, the House Appropriations Committee will vote on how much funding each of the federal government's 12 appropriations bills will have to work with to allocate to their respective programs for fiscal year 2019 (FY19).

    • The bill that deals with education program funding is the Labor, Health and Human Services, and Education (L-HHS-ED) appropriations bill.
    • FY19 would influence the dollars that are available to school districts for the 2019-2020 school year; we are currently in FY18 which influences 2018-2019 district dollars.

    CEF says that the House FY19 L-HHS-ED bill will be flat-funded at last year's level (FY18), meaning that despite Congress increasing total funding for non-defense programs by $18 billion for FY19, not a single dollar would go toward L-HHS-ED programs. Flat-funding jeopardizes education funding, since any increases for one L-HHS-ED program would have to be offset by cuts in another for FY19.

    It is likely the House bill will be marked up in mid-to-late June, possibly with a subcommittee markup the week of June 11, full committee markup the following week, and consideration on the House floor during the week of June 25. While the House L-HHS-ED bill is a proposal, it still sets the bar for where FY19 funding negotiations begin.

    Please consider contacting your House representatives to express your concerns about flat L-HHS-ED funding in FY19, and what effects this will have on education funding. Considering Congress increased non-defense funding by $18 billion for FY19, a proportional share of that amount should go to education programs.

    There are a few updates regarding House & Senate proposals for funding Department of Labor, Health and Human Services, and Education (L-HHS-ED) programs for the 2019 federal fiscal year 2019 (FY19), which will influence FY19 education program funding, and thus affect district budgets for the 2019-2020 school year:

    • On May 24, the House Appropriations Committee voted to freeze L-HHS-ED funding at $177 billion for FY19 at the same amount as FY 18 (which affects 2018-2019 school funding). In other words, the House is proposing flat funding for L-HHS-ED programs for the next FY, which means that any increases to one program will have to be offset by cuts to another.

    • On May 31, the Senate Appropriations Committee voted to slightly increase L-HHS-ED funding to $179.288 billion for FY19, or by $2.188 billion more than what the House Appropriations Committee has proposed. The Committee for Education Funding provided a table for comparison below:

    • Today, the Senate L-HHS-ED Appropriations Subcommittee held a hearing with ED Secretary Betsy DeVos about education funding. DeVos' prepared remarks can be read here and coverage of the event can be found here.

    • The Senate L-HHS-ED funding proposal is scheduled for markup by the full Senate Appropriations Committee the week of June 25. The House Appropriations Committee may mark up their L-HHS-ED proposal sooner, but no date has been set yet.

    Tomorrow, the House Appropriations Committee is scheduled to mark up its FY2019 spending proposal for Labor, Health and Human Services, and Education (L-HHS-ED) programs and released a draft report of the bill this morning with more details on education program funding.

    Congress is making progress with passing federal spending (appropriations) bills, including the House and Senate proposals to fund education programs (L-HHS-ED bills). The House L-HHS-ED proposal is expected to be marked up in committee after Congress' July 4 recess (after being rescheduled several times), whereas the Senate proposal is ready to go to the floor for a vote.

  • 6.  RE: House Proposal for FY19 Education Funding

    The Committee for Education Funding (CEF) reports that the Senate will be back in recess this week, and tomorrow will start considering a combined fiscal year 2019 (FY19) funding package for the Department of Defense and Departments of Labor, Health and Human Services, and Education (L-HHS-ED). The Senate will likely consider the funding package throughout the following week, and does not appear to be expecting many education-related amendments.

    Meanwhile, the House has yet to set a date for considering its education funding bill on the floor, and possibly may delay doing so until after Congress approves a continuing resolution (CR) to keep the government open (since funding expires at the end of FY 2018, September 30). In the meantime, ASBO International is working with CEF to urge House and Senate Appropriations Committee leaders to increase education program investments during the amendment and conference process as both chambers reconcile their proposals into a final bill.
