Senate LHHS Subcommittee Offers Funding Increase for Title I and IDEA

Yesterday, the Senate Appropriations LHHS Subcommittee marked up its FY13 LHHS appropriations bill. While text of the full bill won't be available until tomorrow morning, this bill summary sheds some light on the subcommittee's priorities.

The bill provides total program-level funding at $166.011 billion for FY13. Discretionary program funding available for the Departments of Education is $68.52 billion for FY13, up from $68.112 billion in FY12. This is an increase of $408 million (0.6 percent).

The majority of education programs were level-funded. The Committee for Education Funding created the following chart, current as of this morning, with a program-by-program list of funding levels. Below are the programs that are slated for increase, with the proposed increase over FY12 levels:
  • Title I Grants to LEAs (+$100 million)
  • IDEA State Grants (+$100 million)
  • IDEA Grants for Infants/Families (+$20 million)
  • Race to the Top (+$51 million) Significant portion to be used for early childhood learning.
  • STEM within FIE (+$19 million)
  • Advanced Placement (+$9 million)
  • Promise Neighborhoods (+$20 million)
  • PROMISE: Promoting Readiness of Minors in SSI (+$10 million)
  • International Education/Foreign Language Studies Domestic Programs (+$1.6 million)
  • Research in Special Education (+$10 million)
  • Statewide Data Systems (+$15 million)
  • First in the World (New Program (funded at $40 million) to provide grants to colleges to implement innovative strategies to improve outcomes and reduce net price paid by students)
  • Statistics (+$5.9 million)

The following programs were cut:
  • Math and Science Partnerships
  • Transition to Teaching
  • Safe/Drug-Free Schools/Communities Program
  • National Assessment (NAEP)
  • National Assessment Governing Board
