The Fiscal Survey of the States (pdf). Like the drunk uses the lamp post, more for support than illumination, this report will probably just affirm what you already know--things ain't looking great for FY2011.
While a slight increase is projected in state general fund spending (5.3%) from 2010 to 2011, the authors predict that we won't return to pre-recession levels until 2013 or 14. Even with the FY11 increase, general fund spending will still be 6.2% ($42 billion) below 2008 levels, and the federal ARRA funds that saved many programs in 2009 and 10 are nowhere to be found.
