The U.S. Department of Education (USED) is seeking information about state and local education agencies (SEAs/LEAs) that are experiencing challenges or delays with spending down federal funds from the American Rescue Plan ESSER – Homeless Children and Youth (ARP-HCY) program.

If your district or state has questions, concerns, or issues with spending these funds and would like ASBO to relay feedback to USED, please contact us.

    More Information about ARP-HCY:

Congress provided $800 million in ARP-HCY aid to help SEAs and LEAs address the impact of the COVID-19 pandemic on students experiencing homelessness. These funds are separate from other ESSER funds. ARP-HCY funds must be obligated by September 30, 2024 and liquidated by January 31, 2025.

ASBO International has been working with AASA, School House Connection, and other organizations to share resources about ARP-HCY with practitioners to help SEAs/LEAs support students who are experiencing homelessness in their communities. For specific examples of how some districts are using ARP-HCY funds to support students' needs, access our on-demand webinar, "Supporting Students Experiencing Homelessness" on ASBO Learn. We hope these resources are helpful for school business practitioners seeking ideas to ensure these funds have a positive impact in their school community.
