ASBOUSA posted a new federal blog, "Fed Funding/Shutdown Update & How You Can Advocate for Education," in the Legislative Affairs Community.

Read the blog to learn about what Congress is doing to prevent a government shutdown, how a shutdown would impact K-12 education, what this means for FY24 funding for Title I and other education programs, and how school business professionals can advocate for federal education funding.

Over the weekend, Congress passed a short-term continuing resolution (CR) to avert a government shutdown and extend federal funding through November 17 until lawmakers can finish federal appropriations for FY24. Read our updated blog for more information.

As Congress works on final FY24 funding, ASBO members are still encouraged to contact their federal officials about the following:

    • Urge Congress to finish their appropriations work before mid-November to avoid another shutdown. Encourage lawmakers to start from Senate-passed spending bills for negotiating nondefense funding overall, and education funding specifically for FY24.

    • Note: FY24 funding will be available to schools during the 2024-2025 school year, right as ESSER funds are winding down; strong sustainable federal funding in education will be more important than ever.

      • Urge officials to oppose the House Appropriations Subcommittee L-HHS-ED bill. It would cut Title I by 80%, flat-fund IDEA Part B, and eliminate funding for various programs including: Title II, English Language Acquisition Grants, Teacher and School Leader Incentive Grants, Magnet Schools Assistance, Promise Neighborhoods, Teacher Quality Partnerships, Arts in Education, Gifted Education, Preschool Development Grants, and more.

      • Encourage officials to start working from the Senate Appropriations Committee L-HHS-ED bill instead. It would provide small funding increases for Title I and IDEA B, does not eliminate any programs, and freezes funding for most programs at the current FY23 funding level. It would provide small increase for programs including: Child Care and Development Block Grants, Head Start, CTE grants, Title IV-A, IDEA Parts C and D, Teacher Quality Partnerships, and Impact Aid.
