Exec. Summary: How Medicaid Cuts Will Harm Students & Schools

The Healthy Schools Campaign, AASA The School Superintendents Association, Association of School Business Officials International (ASBO), National Alliance for Medicaid in Education (NAME), and Council of Administrators of Special Education (CASE) surveyed district leaders across the nation about how Medicaid funding is spent in schools and how proposed program cuts would impact school health services, student resources, and district funding. 

This executive summary, published in March 2025, highlights key findings from the survey report, which shares data from over 1,400 school district leaders, including superintendents, school business officials and school health coordinators. The survey findings make it clear that cutting Medicaid is equivalent to cutting school district budgets. If Congress makes cuts to Medicaid, then states — and school districts — will receive less funding and be forced to increase taxes and reduce or eliminate various programs and services, including non-Medicaid services.
