  • 1.  Support Policy Paper: Promote Positive School Climates & Healthy Communities

    Good morning!

    Yesterday, the Committee for Education Funding (CEF) and Futures Without Violence (FUTURES) asked ASBO International to sign on in support of their draft policy paper, "Safe, Healthy, and Ready to Learn: Policy Recommendations to Ensure Children Thrive in Supportive Communities Free From Violence and Trauma." (Executive summary is attached; for the full report, please email me at ewatts@asbointl.org and I'll be happy to send it to you.)

    The draft paper contains recommendations designed to promote positive school climates and healthy responsive communities, strengthen supports for families, and dramatically reduce violence and the effects of trauma on youth. FUTURES is known for creating ground-breaking education programs, spearheaded national policy development, designed professional training programs, and developed other public actions to end violence against women, children, and families.    
     
    The paper also provides a series of policy recommendations developed by a multi-disciplinary working group that includes experts from the health, education, and justice fields. A list of supporting organizations as of 4/24 are listed below.

    Good morning,

    Four amendments were introduced during the Senate ESEA reauthorization debate last week that supported policy changes and improvements in alignment with the Futures Without Violence (FUTURES) policy paper. ASBO International supported the policy paper in May. (For more information, see the previous post in this thread.)

    Here is the status of the relevant amendments. For specific information about a particular amendment see this document from the Committee for Education Funding:

    1. Full-Service Community Schools Act of 2015 from Sens. Sharrod Brown (D-OH) and Joe Manchin (D-WV)
    -Would expand the full-service community school model for public schools. (PASSED)

    2. Comprehensive Full-Service Schools Amendment from Sens. Brown, Manchin, and Shelley Moore Capito (R-WV)
    -Would ensure that comprehensive services are an allowable use of remaining schoolwide program funds under Title I. (PASSED)

    3. Opportunity Dashboard of Core Resources from Sens. Mark Kirk (R-IL), Jack Reed (R-RI), Tammy Baldwin (D-WI), Brown
    -Would require states to develop and report on measures of access to critical education resources, identify disparities in access for districts/schools/student subgroups, and develop plans with school districts to address disparities in access to educational resources. (REJECTED)

    4. Grants for the Integration of Schools and Mental Health Systems from Sen. Heidi Heitkamp (D-ND) to reinstate grants to improve the mental health of children. (REJECTED)

    Accepted amendments are still subject to the conference between the Senate and House versions of their ESEA bills. However, we will post any alerts or changes relating to these amendments in this thread as events unfold.
